EU Prepares for COP30 with Global Energy and Climate Diplomacy Vision
The European Union (EU) is gearing up for COP30, with a global vision for energy and climate diplomacy on the horizon. The International Renewable Energy Agency (IRENA) has already contributed to the European Commission's consultation, presenting a model with global energy and climate diplomacy goals.
The EU aims to submit an ambitious EU Nationally Determined Contribution (NDC) with a headline target derived from the 2040 target before COP30. To achieve this, it plans to optimize its internal structures and coordination mechanisms for more efficient and strategically aligned work on climate and energy transition.
On 16 October, the European Commission will unveil a global vision for energy and climate diplomacy ahead of COP30. The EU intends to make the most of its budgetary certainty and significant Official Development Assistance (ODA) commitments by aligning financial tools behind a clear, long-term vision for climate cooperation. This will be supported by three flagship approaches, two horizontal enablers, and a precondition to strengthen global climate cooperation and the EU's geopolitical standing.
The EU will foster stronger links with climate progressive partners in Emerging Markets and Developing Economies (EMDEs) for more powerful global impact. It plans to accelerate the delivery of new energy and climate partnerships to showcase real-world examples of successful cooperation. The EU will pair its regulatory and technical expertise with external action tools to promote higher global standards, bringing both soft and hard power benefits.
To lead on international climate ambition, the EU will enshrine a science-based net greenhouse gas reduction target of 90% by 2040 in the European Climate Law. The EU aims to adapt to recent changes in global climate and energy geopolitics, maintaining its role as a leader in the global climate and energy transition.
