Federal student financial aid (Bafög) reaches its lowest point in the 21st century, as reported in 2000.

In a significant move for students in Germany, the federal government has announced reforms to the BAföG (Federal Training Assistance Act) system, with a focus on increasing funding amounts, easing eligibility rules, and continuing digitization efforts.

The most notable change is the increase in the maximum monthly rate for students not living with their parents. For the 2024/25 winter semester onwards, the maximum monthly rate has been set at 992 euros, a significant increase compared to previous years. For pupils at certain vocational and specialist schools, the maximum support in 2024/25 is 803 euros if living away from parents, and 413 euros if living at home, including health and care insurance supplements.

A significant simplification has been introduced with the introduction of a "Flexibility Semester" rule. This allows students one additional semester of funding without needing to justify it, extending the statutory maximum funding period and giving students more flexibility in their studies without losing BAföG support.

The reforms also include steps towards digitalization. The monthly housing cost allowance for BAföG will be increased from 380 euros to 440 euros from the winter semester 2026/2027. The federal government has also agreed to increase the basic allowance of 475 euros per month in two steps from 2027.

It's worth noting that the average monthly BAföG support in 2023 was 635 euros, a decrease from the previous year's 640 euros. The number of BAföG recipients in 2023 was 612,800, a decrease of 4% from the previous year. Most BAföG recipients in 2023 were under 25 and did not live with their parents. Women made up 59% of BAföG recipients, while men made up 41%.
