The situation reached a boiling point when U.S. Customs and Border Protection agents shot and wounded a woman, alleging she was part of a convoy that rammed their vehicles.
Trump has threatened to use the Insurrection Act if people are being killed or if courts, mayors, or governors hold them up. White House deputy chief of staff Stephen Miller cited incidents of protesters ramming ICE agents' vehicles in Chicago to justify the crackdown. However, Pritzker slammed the Trump administration's immigration crackdown, accusing them of causing chaos and fear to justify invoking the Insurrection Act. A federal judge in Portland has already blocked Trump from sending National Guard troops to that city, citing a tradition of resistance to military intrusion into civil affairs.
