Kazakhstan's Voucher Revolution: Expanding Access to Free Education
Kazakhstan is rolling out a pilot project for voucher-based funding in additional education, currently active in six cities. The scheme aims to expand access to free clubs and sections for children, with over 300,000 vouchers already issued for education.
The project, set to fully cover all kindergartens by the end of the year, allows parents to choose and change educational directions for their children independently. Each child receives one voucher, promoting equal opportunities and transparency in education. The initiative is a collaboration between multiple ministries, including Education and Science, and Artificial Intelligence and Digital Development. Starting in 2025, the system will fund additional education organizations, with participating cities including Nur-Sultan, Aktau, Atyrau, Karaganda, Kyzylorda, and Shymkent.
