PM-JANMAN: Essential Features and Implementation Strategy

The Pradhan Mantri Janjati Adivasi Nyaya Maha Abhiyan (PM-JANMAN), launched on 15 November 2023, is a significant initiative aimed at enhancing the socio-economic status of 75 Particularly Vulnerable Tribal Groups (PVTGs) across 18 states and one Union Territory. Over a three-year period (2023-24 to 2025-26), this scheme will provide essential facilities such as safe housing, clean drinking water and sanitation, education, healthcare, nutrition, connectivity, electrification, and sustainable livelihood opportunities [1][2].

To ensure that the tribal communities are aware of their entitlements and can access these facilities, Information, Education, and Communication (IEC) campaigns and Gram Sabhas (village assemblies) are being organised across PVTG habitations. These events aim to educate the tribal communities about their rights and assist them in preparing essential documents like Aadhaar, caste certificates, Jan Dhan accounts, and Ayushman Bharat health cards [1].

The PM-JANMAN scheme also leverages local platforms such as Van Dhan Vikas Kendras, Multipurpose Centres, community halls, Common Service Centres (CSCs), and Gram Panchayats to ensure service saturation and outreach [1]. These local institutions serve as crucial touchpoints for the scheme, helping to bridge the gap between policy and practical implementation.

Further strategic actions include the fixation of Minimum Support Prices for select Minor Forest Produce to promote tribal livelihoods under related schemes. Additionally, state-level implementations have shown significant progress, such as Gujarat topping national rankings for effective delivery of services and infrastructure to PVTGs under PM-JANMAN [2][3].

In summary, the PM-JANMAN scheme combines multi-ministerial, infrastructure-focused implementation with community-level awareness drives using local institutional frameworks to ensure inclusive socio-economic upliftment of PVTGs within a defined timeframe [1][2][3]. The ultimate goal is to bring about a visible transformation in the quality of life over its three-year span, marking a significant step towards ensuring tribal inclusion and justice by directly investing in tribal habitations.

  1. The PM-JANMAN scheme utilizes local institutions such as Van Dhan Vikas Kendras and Community Service Centers (CSCs) for business operations, aiming to improve the general news surrounding economic infrastructure in PVTG communities.
  2. To promote education and self-development, the PM-JANMAN scheme supports the issuance of essential documents like Aadhaar, caste certificates, bank accounts, and health cards to help PVTG communities access various social-media platforms for entertainment and information.
  3. The PM-JANMAN scheme, as part of its strategic plan, focuses on improving the socio-economic status of PVTGs by supporting the financial growth of these communities through the fixation of Minimum Support Prices for select Minor Forest Produce, impacting the sports and business domains as well.
