Rural Pathway to Permanent Residence Prioritizes Sectors and Employers in Altona/Rhineland, Manitoba

The Rural Community Immigration Pilot (RCIP) is an employer-driven pathway that offers foreign nationals the chance to apply for Canadian permanent residency. As of July 2025, 14 communities across Canada are participating in the RCIP, with Altona/Rhineland in southern Manitoba being one of them.

The focus of the RCIP is on strategic priorities and quality standards within the participating communities. In Altona/Rhineland, the priority sectors include Education, Law and Social, Community and Government Service, Sales and Services, Trades and Transport, Natural Resources and Agriculture, and Manufacturing and Utilities.

To be eligible for the RCIP, foreign nationals require a community-endorsed job offer from a designated employer, which must be a business approved by an economic development organization within a participating community. In Altona/Rhineland, designated employers include Elmer's Welding & Manufacturing Ltd., Greenvalley Equipment (2009) Inc., Buffalo Creek Mills (2017) Inc., Kiddie Sunshine Centre Inc., Subway (Altona), Pioneer Meats Ltd., ETG Commodities Inc., Access Credit Union Ltd., Friesens Corporation, and Altona Hotel.

An endorsed job offer allows a foreign national to apply directly to the federal government for permanent residency under the RCIP. The priority occupations in Altona/Rhineland range from Binding and finishing machine operators and Camera, platemaking, and other prepress occupations to Welders and related machine operators.

Once designated, employers in Altona/Rhineland can submit jobs for endorsement by the local economic development organization. This process ensures that the jobs offered align with the community's strategic priorities and quality standards, fostering innovation, sustainable development, and strong employer engagement.
