Democracy and Populism: Can Innovation Prevail Over Outdated Frameworks?

Democratic institutions in the Western world have faced a substantial challenge in recent years as voters have increasingly turned to populist leaders. However, it was his daughter, Marine Le Pen, who attained a more significant influence.

In the golden years of European democracy, populists held little appeal, but this dynamic has since changed dramatically. Nativist populist candidates have triumphed in countries such as Hungary, Poland, Italy, the Netherlands, Austria, and France, while the return of Donald Trump to the White House signifies a continued trend.

Several factors have been attributed to the rise of populism, including globalization, migration, capitalism, and even specific political leaders. According to populism expert Cas Mudde, it's essential to acknowledge that populism functions as an "illiberal democratic response to undemocratic liberalism." A 2021 survey by the Ipsos Knowledge Panel revealed that nearly half of respondents expressed dissatisfaction with their country's democracy, highlighting the widespread distrust among citizens.

The conventional approach of liberals has been to combat populism through similar populist strategies, or by advocating for technocracy. However, this approach has proven largely ineffective in addressing the underlying demand for populism. Removing specific populist politicians or parties will only result in their replacement as long as the fundamental issues plaguing democracy remain unaddressed.

To genuinely tackle the issue of populism, it is necessary to focus on repairing the legitimacy of democratic institutions and updating them to address contemporary challenges, such as those posed by technology. Recent research suggests that younger generations are particularly receptive to the idea of utilizing Artificial Intelligence (AI) in governing, indicating a need for democratic reforms that extend beyond traditional agendas.

The existing democratic framework, rooted in the era of Alexis de Tocqueville, is ill-suited to the global digital landscape. The digital revolution has transformed the way people communicate, engage, and interact, necessitating adaptations in democratic institutions to remain effective and representative. Greater emphasis on e-democracy, multi-level governance, and involving informal networks can help empower ordinary citizens and create a more resilient democracy.

Liberals must be courageous in their pursuit of democratic innovation, navigating a path that balances liberal values with adaptability to technological change. By doing so, they might successfully steer the democratic ship through the populist labyrinth.
